FED:Mixed reaction to refugee increase plan
The opposition says a proposal by Immigration Minister CHRIS BOWEN to increase Australia's
refugee intake is a ploy to shore up support for the failed Malaysia people swap deal.
Mr BOWEN will propose at the Labor Party's national conference this weekend to increase
Australia's resettlement of refugees from 13,750 to 20,000.
The announcement was made after two more boats carrying more than 200 asylum seekers
were intercepted by border protection units off the West Australian coast, last night,
the other early this morning.
Bur opposition Immigration spokesman SCOTT MORRISON accuses Mr BOWEN of attempting
to shore up support from left wing Labor MPs who opposed the Malaysia solution.

Ms Gillard said the federal government was focused on achieving good environmental,
social and economic outcomes for communities which rely on the river system.
"The aim of these reforms (is) to ensure that we have a healthy river, we've got food
production and we've got viable regional communities," she said.
In the meantime, the commonwealth would continue to buy water from willing sellers.
Ms Gillard said she had confidence in the legal advice she had received around the
basin reform plan, and the government's interpretation of the Water Act.
The prime minister was optimistic about achieving the reforms.
"I think Australians are saying ... that this is a reform the time for which has come," she said.
"I think Australians will judge very harshly any leader, any government, who lets this
reform moment go by."
Ms Gillard thanked Mr Taylor for the persistence and openness he showed by attending
meetings with regional Australians who were often angry, distressed or confused about
the basin's future.
"I am a very big respecter of people who put their time and energy into public service,"
she said.
"Mr Taylor has done that ... in circumstances where it wasn't easy."
The authority has recommended returning 3000 to 4000 gigalitres of water to the river
system each year.
Mr Taylor said balancing the requirements of the Water Act against the potential social
and economic impact on communities was a major challenge.
"The authority has sought, and obtained, further confirmation that it cannot compromise
the minimum level of water required to restore the system's environment on social or economic
grounds," he said.
A sustainable plan for the basin would require more than an authority decision on how
much water should be transferred from human uses to the environment, he added.
"While the authority has an important part to play, it is neither empowered nor equipped
to undertake the entire complex task."
Mr Taylor said addressing all the environmental, economic and social issues around
the basin plan should start now.
The process shouldn't be delayed by a key authority report, due at the end of 2011,
because it would lead to increased community concern and investment uncertainty in rural
areas, he said.
Mr Taylor urged the federal government to reconsider the next phase of Murray-Darling
Basin planning.

MELBOURNE, Dec 17 AAP - Fire crews expect to contain or control four bushfires burning
in Victoria ahead of a cool southwesterly change Thursday morning.
The largest of those fires is burning in a logging coupe at Cann River, about 450km
east of Melbourne in remote East Gippsland.
The fire had burned about 60 hectares overnight but Department of Sustainability and
Environment (DSE) crews expect to have the fire contained by late Thursday morning, DSE
state duty officer Dennis Ward said.
The fire is not threatening private property but is blanketing the towns of Cann River,
Cabbage Tree Creek and Club Terrace, along with the Princes Highway, with smoke.
Three other fires - at Pakenham and Mount Eliza on Melbourne's southeastern fringe,
and at at Mount Arapiles, near Horsham in Victoria's west - were likely to be controlled
overnight, he said.
Mr Ward said that despite Wednesday's blistering heat, there were few serious fires
despite 119 outbreaks.
"It was a pretty good day. The fires that are still on the board are pretty small," he said.
"It was good even with the heat of the day. We did quite well."
A total fire ban has been issued for the northeast region, covering towns including
Wodonga, Wangaratta, Shepparton, Seymour and Echuca, where conditions are expected to
remain hot and windy.
Hot temperatures and brisk winds are expected to keep NSW on a state of high alert
on Thursday after firefighters spent Wednesday battling several major bushfires.
Blazes in Windsor Downs, in Sydney's northwest, and Bringelly, in the city's southwest,
were controlled on Wednesday night.
The Bringelly blaze burnt around 20 hectares of grassland but posed no threat to property
and was put out before 7pm (AEDT). Firefighters are due to spend Wednesday night at the
scene damping down.
A Rural Fire Service (RFS) spokesman said the Windsor Downs fire was still burning
on Wednesday night but had been contained.
A grassland fire broke out at Parramatta, in Sydney's west, on Wednesday night but
posed no threat to property and was expected to be controlled, while firefighters battled
bushfires in the Upper Hunter and southwest of Bundarra, in the state's north on Wednesday.
The Bureau of Meteorology predicts hot and dry conditions on Thursday with temperatures
expected to reach 40 degrees celsius in western Sydney, although some areas of the state
could experience isolated showers later in the day.
In South Australia, there were no major bushfire incidents on Wednesday despite catastrophic
fire danger ratings on the Yorke and eastern Eyre peninsulas and severe and extreme conditions
elsewhere.
"(Wednesday) was pretty quiet even though the fire danger index was at the maximum
in some areas," a spokesman at the fire communications centre in Adelaide said.
Cooler conditions were expected in SA on Thursday, he said.
A severe fire danger rating has been declared for the goldfields region of Western
Australia for Thursday.
A fire near Harvey, southeast of Perth, has burnt through more than 10,000 hectares
of state forest but is not threatening private property.
About 70 firefighters will work to consolidate containment lines on Thursday.

- Labor and the Greens reach a deal which amends the package. So, too, does Family
First senator Steve Fielding.
- The Senate votes 35-35 on the package of bills and amendments after Independent senator
Nick Xenophon sided with the coalition. A tied vote means the package is rejected.
- The Senate communicates its decision to the House of Representatives.
- The government drafts a second package of bills, taking in the amendments agreed
with the Greens.
- The House of Representatives passes the second package and transmits the new bills
to the Senate.
- The Senate votes 30-28 to approve the bills, after Senator Xenophon reached an agreement
with the government.
- The bills are sent to the Governor-General for Royal Assent, when they become Acts
and are enacted into law.

Senior government bureaucrats will meet with representatives of the Cancer Council
today .. over a possible breakthrough over access to data from the Queensland Cancer Registry.
Health Minister STEPHEN ROBERTSON yesterday said he had legal advice showing researchers
could get data from the registry WITHOUT Queensland Health approval.
And the Cancer Council's JEFF DUNN's told the ABC .. the data can't be used to breach
patient confidentiality .. as Queensland Health fear.
On Friday .. the Cancer Council launched legal action in the Supreme Court against
Queensland Health .. to obtain routine access to cancer statistics from the Queensland
Cancer Registry.
It says such access is vital for independent study of the disease.

The RUDD government is hailing the Bali climate change talks as a success .. but the
opposition says future negotiations with America are in jeopardy.
Climate Change Minister PENNY WONG says the world now has two years to negotiate a
comprehensive agreement on cutting greenhouse gas emissions.
But her opposition counterpart GREG HUNT says KEVIN RUDD's pledge to pressure the United
States into signing a post-Kyoto agreement has left Australia with less influence and
leverage .. and the US more isolated.
Senator WONG's told ABC radio while the Bali discussions were feisty .. there was an
overall willingness for compromise that resulted in a hard-won consensus.

SYDNEY, Aug 5 AAP - Doctors have called for the controversial abortion drug RU486 to
be made nationally available so that Australian women are not disadvantaged.
A group of medical specialists has hit out at the lack of mainstream availability of
the drug, claiming Australia is "years behind" other nations.
RU486 was approved for use more than a year ago in Australia but no drug company has
yet offered to market it.
The Therapeutic Goods Administration (TGA) has only approved one application by an
individual doctor - Cairns-based Professor Caroline de Costa - to supply the drug, known
generically as mifepristone.
Reporting on her progress today, Prof de Costa, who spearheaded the campaign that won
initial approval for the pill, said she was frustrated that it was still widely unavailable.
Non-surgical abortions were available in Australia but were carried out with "off-licence"
use of the cancer drug methotrexate, she said.
RU486 is available in most western nations, however political debate surrounding the
drug in Australia had discouraged pharmaceutical company interest in it locally, she said.
In the meantime, four doctors wanting to prescribe it have been unable to win immediate
authorisation from the TGA, she said.
"To date, through personal communication, we are aware of four applications from other
practitioners having been returned by the TGA with the request for further information,"
Prof de Costa said.
The hold-up was frustrating given that her own application was approved on the grounds
that the drug was "sufficiently safe and effective to be available for at least some Australian
women", she said.
Writing in the Medical Journal of Australia, Prof de Costa and her colleagues urged
the problem be resolved.
"There is an urgent need for a more proactive approach from individual doctors, professional
bodies, and health departments, at both state and federal levels, to make mifepristone
widely used and accessible to every Australian woman faced with making the difficult decision
about abortion for herself," they wrote.

A search will begin this morning for a trail bike rider who is missing in bushland
on the NSW south coast.
Police say the 20-year-old man was separated from his three riding companions in the
Calymea State Forest at Yeniyong yesterday afternoon.
A police spokesman says it's possible the man has been trapped in the area because
of rising creek waters caused by rain.
A ground search for the man late yesterday was hampered by rough terrain and bad weather.

Qld: Lockhart River takes cover as Monica approaches
BRISBANE, April 19 AAP - Residents of the Cape York indigenous community of Lockhart
River have taken shelter as Cyclone Monica approaches.
Queensland Counter Disaster and Rescue Service (CDRS) area director Wayne Hepple said
today about 400 people have moved out of some fibro and timber houses considered at risk
of cyclone damage.
Some were sheltering with friends and relatives, while others had gone to the local
council chambers, hospital and police watch house.
Speaking from Cairns, Mr Hepple said people were apprehensive but well prepared.
"The information that we have been getting last night and today is that they have done
a lot of preparation around the community, identifying the houses that are a bit older
in construction and they feel might not be up to any sort of (cyclone) standard," Mr Hepple
said.
"Families have moved out of those into stronger masonry block houses and ones that
have been built recently."
The last cyclone to hit the area was Cyclone Ingrid in March last year but Monica was
a much larger system.
The Bureau of Meteorology said category three Monica was packing wind gusts of about
220kph near its centre, but was not expected to reach category four before it crosses
the coast near Lockhart River around midday (AEST).

Captain Boycott was made a test case by the great Irish nationalist leader, Charles Parnell. Parnell's strategy was to ostracize any landlord who refused to lower rents or any tenant who took over a farm of an evicted tenant “by isolating him … as if he were a leper of old … by leaving him strictly alone.” Boycott then found himself the target of total ostracism. His servants left, his farmhands left, and he was deprived of all mail delivery. Storekeepers refused to sell to him; people jeered at him and hung him in effigy. Further, marauders tore down his fences and turned his cattle loose. Life became unbearable, so miserable, that Boycott finally gave up and fled to England. Thus Boycott was responsible for the first boycott.
People came to call this action a boycott, which became a very powerful term, especially when used by unions against employers regarded as unfair. A refusal to do business with the employer was called a primary boycott. Influencing other people to join the boycott was termed a secondary boycott. However, this latter maneuver was declared illegal by Federal United States courts.
Boycott's fortitude must have returned to him or else he became lonely for Ireland, for he later visited Ireland on one of his holidays. At a public gathering in Dublin, Boycott was recognized–and cheered!
Although to boycott and to send to Coventry mean the same thing, the latter expression arose much earlier in time. At the beginning of the war between Charles I and Parliament, Royalist prisoners were sent to the Cromwell stronghold of Coventry for safekeeping. The citizens of Coventry, especially the women, shunned them; they were soundly ostracized.

Investors mixed on fate of stocks Investors are still cautiously optimistic about private equity activity in the Middle East and North Africa this year, according to a Deloitte report released yesterday. "Irrespective of global challenges, MENA continues to attract investors. In fact, 75 per cent of respondents expect an increase in investor appetite for MENA funds as a result of the continued underlying economic growth of the region, the significant financial resources here and, as yet, the wealth of untapped opportunities in the region," said Chris Ward, CEO of financial advisory services, at Deloitte Middle East. "This does not mean that investors are being reckless, however, thorough due diligence will once again come to the fore," he added. Almost two thirds of respondents, who were senior executives at private equity (PE) firms, said that they expect private equity investment activity in the MENA region to increase, or at least maintain, existing levels in the next 12 months, the report showed, with the consumer, power, and healthcare industries the most active sectors for the year. However, the global downturn has not left the region unaffected, the study added, with 53 per cent expecting returns to decrease - reflecting the reduced values of existing investments - and a further 83 per cent expecting entry multiples (ratios such as price to earnings) to decrease. "The dramatic global events of the past six months have had an impact on the region... PE firms are likely to hold onto their investments until multiples improve, but those with capital to deploy will be looking to pick up what they see as bargains," Ward added.

Youku Prices Follow-on Public Offering of Its ADSs.
Youku.com Inc., an Internet television company in China ("Youku"), has announced that its follow-on public offering of 12,310,000 American depositary shares ("ADSs") by the Company and certain of its pre-IPO investors was priced at $48.18 per ADS.
Each ADS represents 18 Class A ordinary shares of the Company. In connection with this offering, the Company reported that the underwriters have been granted the option to purchase up to an aggregate of 1,800,000 additional ADSs from certain selling shareholders at the public offering price less underwriting discounts.
Youku said that it will not receive any proceeds from the sale of the ADSs by the selling shareholders. The gross proceeds to the Company will be approximately US$400 million. Research from T. Kawahara et al Has Provided New Information about Physics.
"Recent energy saving and environmental protection highly demand the development of new technology such as superconducting applications. At Chubu University, we have developed direct current (DC) superconducting 20 m transmission lines as a working trial system for the actual applications," scientists in Aichi, Japan report.
"Our parameter is promising for long distance transmission with low pump power. On the other hand, superconducting DC distribution is also useful in green internet technology such as the energy saving in the internet data center. However, such short length superconducting applications require special thermal designs because the heat leak into the system is comparably larger than the energy reduction in superconducting cables. From the viewpoint of cryogenics, high performance current lead is in high demand such as the Peltier current lead (PCL)," wrote T. Kawahara and colleagues.
The researchers concluded: "With the improvements of current leads, we can reduce the heat leak to reach the very low loss systems required for the small superconducting application systems as the cost-effective ones."

Skype at crossroads on developer program.(Skype Technologies S.A.'s voice over internet protocol technologies)

Skype said late last week it is closing its Extras developer program, which let third-party developers add functionality to the voice-over-IP platform. Though details on future directions are scarce, the company did say, however, that it is not abandoning working with developers but shifting its focus to its next-generation VoIP platform.
The move comes as Skype in late August announced the sale of the company by eBay to a trio of venture capital firms, including one fronted by Web pioneer Marc Andreessen. That makes the timing especially odd for killing the developer program, especially as a vibrant and open developer program has been so vital for other platforms, most notably for iPhone apps.
Skype developer advocate Antoine Bertout announced the decision in a blog post, noting that "despite the incredible breadth of Extras developed for Skype, simply not enough people were using them to justify our continued support of the [program]."
That said, Bertout wrote -- and other Skype executives have hinted further -- that Skype is not abandoning developers altogether and is likely to revisit the creation of a more robust API in the future. "While the Extras program didn't work as well as we'd hoped, we still believe there are opportunities for third-party developers to enhance the Skype experience," according to Bertout.
Companies that have tried to provide API-level access to telephony applications have clearly had a mixed bag of success. Several Web mashup style API players, such as Jaxtr, weren't able to find their footing at all; others like Ribbit, purchased by BT, continue to push the API agenda. Even others, like Fonolo or Ifbyphone have at least found interesting niches, if not blockbuster acceptance. Meanwhile, incumbent telecom players like AT&T, Verizon and countless others around the globe continue to swing, miss and sometimes hit with their developer programs and API platforms.
One future direction for Skype could be to move the API to more of a service-layer rather than client layer access. Today, apps built with the Extras API need to invoke the Skype client, which adds overhead to the application; keeps Skype, rather than the developer at the center of the app; and limits the kinds of third-party apps that can be built. A service layer app would let a developer embed call controls for accessing Skype into their own applications, with Skype benefiting from network usage, particularly usage that uses Skype In/Out minutes.
Indeed, the problem, according to some analysts, is that although Extras is interesting, it hasn't necessarily been set up strategically in a way to improve Skype's bottom line. "The best answer I can come up with isn't that they are fleeing developers, but they are doing a major overhaul of the program, which they need to do," said Thomas Howe, voice mashup analyst and founder of Thomas Howe Co., and who until recently was CEO of telecom API and tools company Jaduka.
"Even if nothing else drives them, carriers have to have a developer program to stay competitive. *aFor instance, the average developer doesn't make much on iPhone apps, yet Apple aggregates that revenue for something, but more importantly, drives the sales of their handset to galactic proportions," Howe said. "Skype needs some sort of way of extending and integrating their network, or they'll get cooked by somebody who does - even if the money isn't the initial driver."

Siminn, Iceland's Primary Telecom Operator, Chooses STM's SatLink DVB-RCS for Maritime Deployment.
Service Targeting Icelandic Coast Guard and Fishing Fleet with VSAT Services
IRVINE, Calif. -- STM Group announced today that through its Norwegian subsidiary, STM Norway AS, it has entered into an agreement with Siminn, Iceland's largest telecom provider, for delivery of VSAT Services to the Icelandic coast guard and fishing fleet. Under the terms of the agreement, STM delivered and installed a DVB-RCS hub at Skyggnir Earth Station outside Reykjavik. STM is also delivering DVB-RCS Maritime terminals to the fishing fleet, using transponder capacity on Intelsat.
